A Russian drone struck a Turkish-operated civilian vessel in the Black Sea on December 13, 2025, according to Ukraine’s navy. The ship, named Viva, was carrying sunflower oil toward Egypt with 11 Turkish crew members aboard. No injuries were reported.
The attack occurred within Ukraine’s exclusive economic zone, in a stretch of water beyond the reach of Ukrainian air defense systems.
What happened and why it matters
The Ukrainian government condemned the strike as a clear violation of international maritime law. Officials framed the incident as evidence that Russia remains unwilling to de-escalate hostilities in the region, even when civilian commercial vessels are in the crosshairs.
The Viva was Turkish-operated, which adds a diplomatic wrinkle. Turkey has positioned itself as a mediator between Russia and Ukraine throughout the conflict, and Ankara has maintained commercial relationships with both sides. Striking a Turkish vessel complicates that balancing act considerably.
A pattern, not an anomaly
