Jersey faces economic crossroads as it diversifies into crypto assets

The Channel Island is betting big on tokenization and stablecoins, but rising food bank usage raises questions about who actually benefits from the wealth pouring in.

Jersey has long been the kind of place where money goes to relax. The tiny Channel Island, a British Crown dependency nestled between England and France, built its reputation as a low-tax haven for global wealth. Financial services account for over 50% of the island’s economic output and employ two in five workers. GDP per capita runs nearly 60% above the UK average.

The “Time to Win” gamble

In March 2026, Jersey’s government unveiled its “Time to Win” strategy, backed by £31 million over four years. The plan’s centerpiece is a push into digital assets, with particular emphasis on tokenizing real-world assets and stablecoins. Finance Minister Ian Gorst has framed the initiative as a matter of survival, citing mounting competition from Dubai, Singapore, and other hubs that have aggressively courted crypto businesses.

The Jersey Financial Services Commission has published tokenization guidance requiring Jersey incorporation and anti-money laundering compliance. By October 2025, 14 Virtual Asset Service Providers had been authorized on the island. A tax strategy update in April 2026 confirmed that digital assets will maintain tax neutrality in Jersey, meaning no capital gains tax for non-residents, no tax on dividends, interest, or royalties.

The inequality underneath

Families needing food assistance from St Vincent de Paul surged from roughly 195 in February 2022 to over 500 by late 2024. The Salvation Army’s food parcel distribution climbed from 1,040 in 2021 to 3,802 in 2024.

A model for offshore crypto hubs, or a cautionary tale

Rather than creating a separate, lighter-touch framework for crypto, the JFSC is integrating digital assets into its existing supervisory architecture, applying the same AML and compliance expectations to VASPs that apply to traditional fund administrators.

CoinShares International Limited, a digital asset firm with ties to Jersey, holds approximately 236 BTC valued at around $19 million, offering a tangible signal that crypto businesses are already putting roots down on the island.
