Oracle faces $18B data centre debt strain amid local pushback
A credit downgrade, surging CDS spreads, and community opposition are testing Oracle's bet-the-company push into AI infrastructure
Oracle has never been shy about swinging big. But the company’s current expansion into AI-driven data centres is a different scale of ambition entirely, one that is now colliding hard with financial gravity and neighbourhood resistance at the same time.
The numbers involved are almost cinematic in their scale. Oracle issued $18 billion in bonds in September 2025, anchored by a reported $300 billion, five-year cloud contract with OpenAI. Total financing needs across its pipeline of sites in Texas, Wisconsin, and New Mexico are estimated at up to $56 billion. And the company is reportedly targeting over $40 billion in additional debt and equity raises for its current fiscal year alone.
The debt math is getting uncomfortable
Oracle’s net debt is projected to exceed $105 billion by late 2025. Capital expenditure for fiscal year 2026 is tracking above $55 billion, and after that spending, the company is looking at negative free cash flow of around $24 billion.
S&P responded in July 2026 by cutting Oracle’s credit rating to BBB-, placing the company exactly one notch above junk status. A single further downgrade would push Oracle into sub-investment-grade territory, a category that triggers automatic selling by a large class of institutional bond holders and raises borrowing costs significantly.
Oracle’s credit default swaps climbed to approximately 2.03% in July 2026, near 18-year highs. CDS spreads widening to that degree signals that the market is pricing in meaningful credit stress, not just theoretical risk.
Separately, bondholders have filed lawsuits alleging Oracle failed to adequately disclose the full scope of its additional financing needs when it issued the September 2025 bonds.

Communities are pushing back, and projects are slowing
Local opposition at several of Oracle’s planned sites has resulted in project delays, formal legal challenges, and extended public comment periods that have stretched timelines and added costs. In New Mexico, community and regulatory pressure pushed Oracle to pivot away from gas turbines as a power source in favour of renewable energy infrastructure, a substantive change to the project’s design and cost profile.
The sites in Texas and Wisconsin together carry an estimated $38 billion in financing requirements. The New Mexico facility adds roughly $18 billion on top of that. Each delay caused by permitting fights or community opposition is not just a construction inconvenience. It is a timeline risk on debt that is already drawing attention from credit rating agencies.
What this means for Oracle and the broader AI build-out
Oracle entered this race with a weaker starting balance sheet than peers like Microsoft or Google’s parent Alphabet, and it has moved faster and borrowed more aggressively to compensate.
A BBB- rating with negative free cash flow and escalating CDS spreads narrows the company’s options considerably. Future debt issuances will come at higher interest rates, compressing the economics of projects that were already capital-intensive. If Oracle needs to return to markets for the additional $40-plus billion it is reportedly targeting, it will be doing so in a credit environment that has become materially less friendly to it since September 2025.
The OpenAI contract is the central piece of Oracle’s bull case: a long-duration, high-value revenue commitment that theoretically justifies the debt load. But contracts, even large ones, are not the same as collected revenue. The question investors and creditors are now asking is whether Oracle can sustain its capital structure through the construction and ramp-up phase before that revenue meaningfully materialises.
