Canadian asset manager 3iQ will run part of Gelephu Mindfulness City's Bitcoin treasury using low-risk, market-neutral strategies

Bhutan is putting some of its Bitcoin to work. Canadian digital asset manager 3iQ Corp. has partnered with Gelephu Mindfulness City (GMC), the Himalayan kingdom’s planned financial hub, to manage a portion of its Bitcoin treasury.

The partnership was announced on July 30, 2026. The goal is to earn returns on sovereign Bitcoin through low-risk, market-neutral strategies, rather than simply leaving the coins to sit in cold storage.

What the deal actually covers

Under the arrangement, 3iQ will oversee a segment of GMC’s Bitcoin reserves. The size of that segment has not been disclosed.

The partnership also comes with commitments that go beyond portfolio management. 3iQ plans to establish a physical presence in Gelephu, invest in local talent, and support knowledge transfer to Bhutanese staff.

3iQ’s CEO emphasized a commitment to responsible and transparent capital management.

The partnership is being framed as the first recorded instance of a sovereign Bitcoin treasury being managed by an external entity.

The royal Bitcoin behind GMC

The funding for GMC has a notably regal source. In December 2025, King Jigme Khesar Namgyel Wangchuck allocated up to 10,000 BTC from Bhutan’s national holdings to support the city’s development.

GMC is meant to become a robust digital offshore financial hub. Its stated guiding principles are mindfulness and sustainability.

Bhutan’s overall Bitcoin position has shifted significantly over time. As of mid-2026, the country’s national holdings stood at about 5,600 BTC, down from earlier peaks of nearly 13,000 BTC.

Bhutan remains listed among the top 10 largest sovereign Bitcoin holders in the world. Bhutan has a population of around 802,000 people.

Who 3iQ is

3iQ is a majority-owned subsidiary of Japan’s Coincheck Group, giving it ties to one of Asia’s established crypto businesses.

What this means for sovereign crypto

The risks deserve equal attention. Market-neutral does not mean risk-free. These strategies typically rely on counterparties, trading venues, and execution quality, each of which introduces exposure that a cold wallet does not have.

The pairing of the 10,000 BTC royal allocation with national holdings of about 5,600 BTC also invites scrutiny. Observers will likely want clarity on how GMC’s treasury, the national reserve, and the portion assigned to 3iQ relate to each other.

What to watch next: how quickly 3iQ builds out its Gelephu presence, whether GMC discloses performance or allocation figures, and whether any other sovereign Bitcoin holder follows Bhutan’s lead.
