Crypto market structure bill nears key Senate test after ethics deal: Report

The bipartisan ethics rewrite is done, but most senators haven't read it and the clock is running out before August recess

A bipartisan Senate negotiating team has completed a new ethics compromise for the Digital Asset Market Clarity Act, potentially clearing one of the biggest obstacles facing crypto market structure legislation, sources told CoinDesk.

Senators Thom Tillis and Ruben Gallego have reportedly finished revising provisions governing senior government officials’ involvement with crypto projects, though the proposal still requires White House backing and Democratic support before the bill can move toward a Senate vote.

The legislation faces increasing time pressure with only days remaining before Congress begins its August recess.

While ethics provisions tied to President Donald Trump’s crypto ventures have dominated negotiations, lawmakers are also working through disagreements over DeFi anti-money laundering safeguards and restrictions on stablecoin reward programs.

Senate leaders have suggested procedural votes could begin before the recess, but many observers now view September as the most likely window for final passage.
