Russia weighs extending diesel-export ban amid refinery strikes

The restrictions could remain in place through Oct. 1 or longer as Ukraine’s attacks threaten fuel production and global diesel supplies.

Russia is considering extending its diesel-export ban as Ukraine continues striking the country’s refineries, Bloomberg reported.

The government may keep the restrictions in place for another month through Oct. 1, according to a person familiar with the discussions. Reuters previously reported that officials were also considering maintaining the ban through the end of the year.

Russia accounted for about 10% of global diesel supplies before Ukraine’s recent attacks on its fuel-producing industry. An extension could put additional pressure on already-tight global fuel markets.

Ukraine carried out 18 attacks on Russian refineries this month, matching the record from July. Deputy Prime Minister Alexander Novak said Russia has gasoline supply problems, although diesel stocks remain sufficient. The final decision will depend on production, reserves, and domestic demand.
