Visa, Mastercard and American Express sit among the x402 Foundation’s 17 premier members, yet the standard deliberately omits a dispute process.
The x402 standard that AI agents use to pay for services online has no way to dispute a charge, GenLayer Labs co-founder and Chief Executive Officer Albert Castellana wrote in a CoinDesk column. Once a stablecoin payment settles onchain, there is no issuer to call and no chargeback.
Coinbase published x402 in May 2025, and the Linux Foundation launched the x402 Foundation in July to govern it. Visa, Mastercard and American Express are among its 17 premier members, the top governance tier. About 97% of observed x402 transactions run on Base and Solana, where stablecoin payments are final.
Card networks’ safeguards assume a human complains
“Payment finality is not commercial finality,” Castellana wrote, arguing that card-industry protections assume a person notices a problem, which agents don’t. He cited a July study by EPFL and Zhejiang University that found all 15 facilitators tested broke at least one of eight safety rules, and urged x402’s top members to build machine-native recourse before losses force the issue.
