The new plant is designed to house four VVER-TOI reactors, a modern pressurized water reactor design that represents Russia’s latest iteration of nuclear technology. Unit 1 of Kursk-II entered commercial operations just two months ago, in May 2026. Unit 2, the one struck by the drone, has not yet reached that stage.

Russian air defense systems in the Kurchatov area intercepted 12 unmanned aerial vehicles during the same period. The cooling tower strike appears to have come from a UAV that evaded those defenses, though the non-operational status of the unit meant the consequences were structural rather than radiological.
