Nscale hires former Meta executive Justin Osofsky as COO ahead of US IPO
The London-based AI infrastructure firm adds an 18-year Meta veteran to run global operations as it pursues an NYSE listing.
Nscale has a new chief operating officer, and the timing is no accident. The London-based AI infrastructure company has hired Justin Osofsky, a former Meta Platforms executive, to run its global operations ahead of a planned US initial public offering.
The appointment takes effect October 2, 2026. It lands a few weeks after Nscale formally filed to go public.
A Meta veteran steps into the operator seat
Osofsky spent 18 years at Meta Platforms. His most recent role there was chief partnerships officer.
At Nscale, he will report directly to founder and CEO Josh Payne. His remit covers global operations, with a specific focus on supporting the company through its US listing.
The hire also comes with a wrinkle. Nscale had already appointed Lauren Hurwitz as COO in January 2026, making Osofsky the second person named to the role this year.
The IPO filing and the numbers behind it
Nscale filed its S-1 registration statement on September 18, 2026. The company plans to list on the New York Stock Exchange under the ticker NSCL.
Revenue in the first half of 2026 reached $140.6 million, a 1,252% increase from the same period a year earlier.
Nscale posted a net loss of $1.02 billion over the same six months.

Nscale is looking to raise several billion dollars through the offering. It is reportedly targeting a valuation of approximately $30 billion.
That would be roughly double the $14.6 billion valuation the company reached in its Series C round in March 2026.
How Nscale got here so fast
Nscale was founded in May 2024 by Josh Payne as a spinout from Arkon Energy.
Its business centers on data centers and GPU cloud services designed for AI workloads.
Nscale has strategic relationships with Microsoft and Nvidia. It has also signed a deal with Anthropic worth up to $45 billion.
The company currently employs around 450 people in the UK.
What this means for Nscale and its would-be shareholders
Having two COO appointments in a single year invites scrutiny over how roles are divided and how stable the executive bench is.
The key things to watch are the final pricing of the offering, how much capital Nscale ultimately raises, and whether the Anthropic contract converts from “up to $45 billion” into recognized revenue.
