Toto Finance seeks $5M from Cardano treasury for copper reserve

A tokenization firm wants 22 million ADA to buy physical copper, and the math needs the metal to rally hard before the treasury breaks even

Cardano’s community treasury has a new kind of spending request on its desk. Toto Finance wants 22 million ADA, about $5 million, to buy a pile of copper.

The proposal is called the Cardano Strategic Copper Reserve. Under its own assumptions, copper would need to climb roughly 49.4% before the treasury simply gets its money back.

What Toto Finance is asking for

Toto Finance Inc. is a Delaware-based company that turns physical commodities into blockchain tokens. Its pitch to Cardano governance is fairly direct: use treasury ADA to buy real metal, then tokenize it on-chain.

The copper in question would be verified COMEX Grade 1 cathodes. These are the standardized flat sheets of refined copper that industrial buyers trade. Each token would represent one pound of the metal and trade under the ticker CuTT.

The physical copper would sit in a warehouse near New Orleans. The plan calls for selling the tokens after 18 to 24 months.

Of the 22 million ADA requested, 66.93%, or ₳14.72 million, would go toward buying the copper itself. The rest would cover technology development, custody, insurance and independent oversight.

That split matters. Only about two-thirds of the treasury’s money actually becomes copper. The other third goes to the plumbing around it.

Toto Finance has pledged to return 100% of net sale proceeds, plus any unused funds, to the treasury within 36 months. The company would also keep commercial rights to its tokenized-copper business, which is funded separately.

The break-even problem

The treasury isn’t buying copper at cost. It’s buying copper plus overhead, and the overhead has to be earned back before anyone sees a profit.

The proposal’s own break-even analysis sets that bar at an approximately 49.4% rise in copper prices. Anything short of that, and the treasury recovers less than it put in, even if every token sells and every dollar comes back as promised.

Founder Monty Metzger has pointed to copper’s supply and demand picture as the reason for optimism. He has highlighted global electrification and data center growth as forces that could push prices higher.

Timing and the treasury’s shrinking allowance

Voting on the governance action runs from epoch 661 to epoch 668. That window is expected to close around November 15, 2026.

The size of the request stands out against what’s left to spend. The proposal would consume more than half of Cardano’s remaining ₳42.6 million withdrawal allowance.

That turns the vote into a resource allocation question as much as a copper question. Every ADA that goes into cathodes in a Louisiana warehouse is ADA that can’t fund other ecosystem projects under the current allowance.

Who is Toto Finance

The company isn’t new to tokenized metals. Toto Finance launched a marketplace for tokenized precious metals in 2023.

It has also received backing from the Cardano Foundation Accelerator. That gives it existing ties to the ecosystem whose treasury it is now asking to fund this reserve.

What this means for Cardano holders

For ADA holders, this vote is a test of how the community wants to use its treasury. Is it a grant fund for builders, or something closer to an investment vehicle that takes market positions?

The structure blends both. Part of the money funds technology and oversight, which looks like a grant. The bulk buys a commodity and waits for it to appreciate, which looks like a trade.

Meanwhile, Toto Finance keeps the commercial rights to its tokenized-copper business in either scenario. Voters will likely weigh that asymmetry closely.

With more than half of the remaining ₳42.6 million allowance on the line, competing proposals have a clear reason to make their case before the window closes.
