Alibaba’s Joe Tsai urges Europe to build open-source AI
Tsai called for European computing infrastructure and models trained on industrial data to reduce reliance on foreign technology.
Alibaba chairman Joe Tsai urged Europe to invest in its own AI computing infrastructure and open-source models to reduce dependence on US and Chinese technology, Bloomberg reported.
Speaking at the Wave by Vento conference in Turin on Wednesday, Tsai argued that relying on another country’s technology leaves users vulnerable to access being cut off after political or other changes.
He called for infrastructure in Europe to support both model training and inference, the process of running trained AI systems.
Tsai said Europe should make better use of researchers sought by US and Chinese labs and develop models using proprietary industrial data. He pointed to the region’s manufacturing base as a potential advantage.

He also expressed optimism about European neoclouds, specialized cloud providers operating data centers equipped with AI chips.
Tsai contrasted China’s emphasis on open models and published research with the proprietary systems offered by US firms including OpenAI and Anthropic. He argued that Chinese companies use openness to encourage global adoption.
